Special paperwork is needed in order to bring your pet into Costa Rica. A certificate is required from a Nationally recognized vet. It has to be officially stamped and it could take days for mailing since offices are not located everywhere. Also, airlines seem to have specific rules about traveling with your pet. Check with your airline or their website for particular requirements.
We brought our dog from the US with us and the flight and going through customs was not difficult...but I had all the required paperwork. Our dog was tiny so she was able to ride in the cabin with us but we had to have a certain kind/size carrying case for her to be allowed. Upon arrival in Costa Rica, we had to bring her to a certain area in the airport where they checked her papers and did a body search.

Sorry for the late reply, we've been moving and without internet for a few days.
We've never brought our dog over to Panama. I would suggest locating the American Embassy in Panama via Google.
Then contact them. They should know what you need to do.
