According to The Tico Times all borders are open. They may be limiting air travel from some countries but as long as you fly from Canada or the US, you are good to go. You will need to show proof of at least a $50,000 travel insurance as well as $1,000 policy to take care of lodging in case of Covid.

I highly suggest following the news on The Tico Times.

A lot of rumor...but at the moment as far as I know, the only thing CR has done is to put the automobile travel restrictions in place...which is not much. However, you can follow on Tico Times as "The Normans" suggested.
