Both tourists and legal residents are eligible to obtain a Costa Rican driver’s license. The following paperwork must be presented:
Current passport with entry stamp of no more than 90 days OR residency cedula OR any other document that proves legal residency or temporary residence permit.
Current foreign driver’s license and a copy of the same.
Medical exam
If a driver presents an expired foreign driver’s license, s/he must comply with the above 1-3 requirements, and must also take a road test.
While I am NOT 100% certain...it is my understanding that YOU MUST Be a resident to get a CR license. In the past, yes you could, but now, CR makes it very difficult BECAUSE, they want YOU to become a resident.
They do NOT want people to remain perpetual tourist...so a lot of things have changed.
Recently...I went to get internet from Kolbi for a house I was renting and they denied me internet. Eventhough, a couple years ago, I was able to get internet in that SAME office and the guy, recognized me.
He said NOW...you must be a resident or have a CR corporation.
Things in CR change all the time...but unfortantely...INFORMAtTION ON THE INTERNET....stays outdated.

In the video...it seems, that they were NOT able to get a driver's license UNLESS they could show they had a Work Permit (almost impossible to get in CR) or show that they are refugees???
So, the video only caused more confusion on the topic of trying to get a driver's license in Costa Rica???

Yep, Towards the end of the vid, they had a manager at the CR version of DMV come out and say they didn't need to get a CR driver's license due to a "new law" that upped the out of country licenses of expats up to and including Dec 31, 2021.

Correct....but that doesn't help much, because WE WANT to figure out..."Can we legally get a CR Driver's License without being a Resident?"
I am looking into some things...but have NOT YET found a definite answer. But that is common in CR. You can ask 5 people and get 5 different answers. LOL.
